After graduating from Keio University Faculty of Law, Ms. Shintani became a registered attorney in 2006 as a member of the TMI Associates law firm. She particularly possesses expertise in aviation and space law, intellectual property rights, IT and communications matters, business startups, and risk management. In 2013 Ms. Shintani also matriculated at Columbia Law School in New York and upon graduation she has led a wide range of cases for multiple clients in the aerospace industry, including major disputes between private companies, space venture investment, and space business transactions.

マチュー・ルイノー PwCフランスMathieu LUINAUD PwC France

マチュー・ルイノーは、パリ政治学院、パリ工科大学、ペンシルベニア大学で経済学と法学の学位を取得し、フランス・パリを拠点とするPwC宇宙部門のシニアマネージャーを務めている。過去数年間、マチューは複数の政府機関に対し宇宙法規制の起草を支援するとともに、産業プレイヤーが宇宙分野における複雑な産業プログラム（ロケット開発から宇宙・衛星利用まで）の事業計画策定や市場機会の評価を支援してきた。宇宙関連書籍を複数執筆するほか、欧州宇宙機関（ESA）の「グリーン・スマートシティ向け宇宙データタスクフォース」諮問委員も務める。企業活動と並行し、パリ政治学院で経済学の教鞭を執り、パリ15区副区長も兼任している。

A graduate in Economics and Law from Sciences Po, Ecole Polytechnique and the University of Pennsylvania, Mathieu Luinaud is a Senior Manager within the PwC Space Practice based in Paris, France. Over the past few years, Mathieu has supported several governments in the drafting of space laws and regulations while helping industrial players develop business plans and assess market opportunities for complex industrial programs in the space sector, from launchers development to space to satellite applications. He has authored several books related to Space and also sits at the Advisory Board of the European Space Agency's Task Force on Space Data for Green and Smart Cities. Besides his corporate engagements, Mathieu teaches Economics at Sciences Po Paris and is Deputy-Mayor of Paris 15th district.

クリス・ブラッカビー

2003年からアメリカ航空宇宙局（NASA）本局ワシントンD.C.勤務。地球観測衛星や宇宙探査、有人宇宙探査分野における国際協力パートナー戦略のリーダーを務める他、2005〜2007年の間、NASA Advisory Council（諮問委員会）のエグゼクティブ・ディレクターとしてNASA上級職員等へ政策や計画の助言を行う。2012年8月在日米国大使館NASAアジア代表部代表に就任。駐日米国大使や米国大使館職員、米国政府への戦略アドバイス、アジア諸国パートナーとの契約交渉や紛争解決、アウトリーチ業務に関わる各所でのイベント企画・運営、参加等、幅広く業務を担当。2017年8月より現職。
米国リッチモンド大学（歴史･教育）卒業、ロードアイランド大学大学院（政治学/国際関係）、ジョージタウン大学大学院（経営学MBA）修了。

Chris Blackerby is Group Chief Operating Officer for Astroscale Holdings, the global leader in securing the safe and sustainable development of space for the benefit of future generations. In the role of COO, Chris oversees the operations and expansion of the growing international company, including strategic planning and internal coordination of entities spread across five countries.
Prior to joining Astroscale, Chris was the NASA Attache in Asia and the senior space policy official at the U.S. Embassy Tokyo from 2012-2017. In that capacity he identified opportunities for cooperation, served as strategic space advisor to the U.S. Ambassador to Japan and negotiated agreements and resolved disputes with partners.
Chris began working for NASA as a Presidential Management Fellow in 2003. While at NASA he was a leader in forging international cooperative partnerships around the world in the fields of Earth science, space science and human space exploration. From 2005- 2007 Chris was the Executive Director of the NASA Advisory Council, a group of senior officials that provides feedback to the NASA Administrator on future policies and plans.
Chris received a B.A. in History and Education from the University of Richmond (Va.) in 1995 and an M.A. in International Relations from the University of Rhode Island in 2002. In 2009 Chris earned an MBA from the McDonough School of Business at Georgetown University.

世界経済フォーラムで東京をベースに2024年3月にからグローバル及び地域に特化した宇宙に関する活動を実施中。その前はオーストリアのウィーンにある国連宇宙部にて勤務し、Access to Space for Allイニシアチブの下でのキューブサット放出、微小重力実験、教育コンテンツの開発を主に担当。2014年から2020年は宇宙航空研究開発機構（JAXA）にて宇宙輸送技術部門や研究開発部門の法務および国際関係、新事業促進部で産業促進、2018年東京で開催された第2回国際宇宙探査フォーラム（ISEF２）の事務局等の多くのポジションを担当した。早稲田大学法学部で国際取引法を専攻、英国のサセックス大学でSustainable Developmentの修士号を取得。2018年にオランダで開催された宇宙大学（ISU）のスペーススタディーズプログラムに参加。

Hazuki Mori is the Lead for Planetary Solutions Impact of the Centre for Frontier Technologies and Innovation at the World Economic Forum. She coordinates global initiatives on space policy and technology. Before joining the Forum in 2024, Hazuki served as an Expert at the United Nations Office for Outer Space Affairs in Vienna, where she led the Access to Space for All initiative, supporting CubeSat missions, microgravity research, and other capacity-building programs. From 2014 to 2020, she held multiple roles at the Japan Aerospace Exploration Agency (JAXA), working on international relations, legal affairs, and external engagement. Hazuki studied International Trade Law at Waseda University, earned a Master’s in Sustainable Development from the University of Sussex, and is an alumna of the International Space University’s Space Studies Program.

Kanako is a member of geopolitical risk advisory in PwC Japan where she specializes the issues in Europe and Energy/Resources agenda. From 2005 to 2021, she worked at the Ministry of Economy, Trade and Industry, focusing on trade policy, industrial development, corporate R&D promotion, and international standardization policy. She has experiences in FTA/WTO negotiations and WTO dispute, was responsible for the revision of the investment screening regime for security, promotion of the retail and aircraft industries, analysis on China's industrial policies, FOIP (Free and Open Indo-Pacific), and international standardization.
She was stationed in the UK from 2009 to 2011.

竹内悠　慶應義塾大学宇宙法研究センター所長Yu Takeuchi, Keio University Space Law Research Center

慶應義塾大学法学部法律学科准教授、同大学院法学研究科附属宇宙法研究センター所長。上智大学法学部卒業、一橋大学国際公共政策大学院修了。2007年に宇宙航空研究開発機構（JAXA）へ入構して主に法務を担当し、2025年に退職、同年4月より現職。JAXA在職中は、地球観測衛星の予算管理、外務省宇宙室（出向）等も経験。マギル大学航空宇宙法研究所にて法学修士、慶應義塾大学にて博士（法学）を取得。主な著書に『商業宇宙活動と国際法』（信山社、2025年）がある。

Yu Takeuchi is Associate Professor of space law and Director of the Space Law Research Center at Keio University, from April 2025. Before his current position, he served for 18 years at the Japan Aerospace Exploration Agency (JAXA) as a legal expert in the field of R&D, human spaceflight, and space debris remediation. He also had experience in accounting management for earth observation satellites, and as an Outer Space Expert at the Ministry of Foreign Affairs. He authored approximately 30 papers and book chapters in space law, both in English and Japanese, and recently published his first monograph, entitled "Commercial Space Activities and International Law" (Shinzansha, 2025), in Japanese. He is a member of the International Institute of Space Law (IISL). LLB (Sophia University), MA (Hitotsubashi University), LLM (McGill University), Ph.D. (Keio University).
