Steven A. Mirmina(スティーブン A. ミルミナ)
Adjunct Professor of Space Law, Georgetown University Law Center(ジョージタウン大学ロースクール兼任教授)
Steve Mirmina is currently an Adjunct Professor of Space Law who has taught at Georgetown, Yale, Vanderbilt, and the University of Connecticut. He holds LL.M. degrees from Leiden University (Netherlands) and Georgetown (Washington, DC). A sought after, dynamic speaker, he has authored numerous articles on international air and space law and co-authored the widely used textbook, International Space Law and Space Laws of the United States. Before retiring from federal service, Mirmina practiced international law at NASA for more than 25 years, helping negotiate 1,000+ international agreements supporting missions across human spaceflight, exploration, science, and aeronautics. He also advised on legal issues involving telecommunications, the Space Shuttle, the International Space Station, and the Astronaut Corps.
スティーブ・ミルミナは、ジョージタウン大学、イェール大学、ヴァンダービルト大学、コネチカット大学で教鞭を執ってきた宇宙法の兼任教授である。ライデン大学(オランダ)とジョージタウン大学(ワシントンD.C.)で法学修士号を取得。国際航空・宇宙法に関する数多くの論文を執筆し、広く用いられている教科書『国際宇宙法と米国の宇宙法』の共著者でもある。連邦政府を退職する前、ミルミナはNASAで25年以上にわたり国際法実務に従事し、有人宇宙飛行・探査・科学・航空分野のミッションを支える1,000件以上の国際協定交渉に携わった。また、通信、スペースシャトル、国際宇宙ステーション、宇宙飛行士部門に関連する法的問題についても助言を行った。

上智大学法学部教授。専門は国際公法、宇宙法、海洋法、国際・越境刑法など。現在、宇宙政策委員会・宇宙安全保障部会臨時委員、同・宇宙活動法の見直しに関する小委員会委員、文部科学省宇宙開発利用部会・国際宇宙ステーション・国際宇宙探査小委員会委員を務める。
Yurika Ishii is a Professor at Sophia University, Faculty of Law. She specializes in public international law, space law, law of the sea, and international/transnational criminal law. She is a member of the Cabinet Office, Space Policy Committee, Working Group on the Revision of the Act on Launching and Managing Satellites; the Cabinet Office, Space Policy Committee, Sub Group on Space Security; and the Subcommittee on International Space Station and International Space Exploration, Space Exploration and Utilisation Subcommittee.

Shimpei Ishido is a Partner at Nishimura & Asahi (Gaikokuho Kyodo Jigyo). His practice covers international investment and trade disputes and a broad range of public international law matters, including economic sanctions, government procurement, and sovereign immunities. He also advises private-sector clients on space-related projects, providing guidance on public international law issues, regulatory compliance across jurisdictions, and contract work. Prior to joining Nishimura & Asahi, he worked at Japan’s Ministry of Foreign Affairs, where he was engaged in negotiations of economic agreements such as the TPP and the Japan–EU EPA. He holds an LL.M. in International Law from University College London (UCL).

KAZEKI Jun has more than thirty-five years of experience in the field of trade and economic policies. He has been also intensively engaged in the national security policy for the last decade. As from July 2023, he serves as Director-General for National Space Policy Secretariat at the Cabinet Office of the Japanese Government where he has engaged in formulating Space Technology Strategy and Space Strategy Fund. He works for the Strategic Headquarters for Space Development chaired by Prime Minister. In the past, he joined the Ministry of Economy, Trade and Industry (METI) of the Japanese Government in 1990. Most recently he served as Executive Advisor at the National Graduate Institute for Policy Studies (GRIPS Alliance) focusing on Economic Security and Emerging Technology. Between 2020 and 2022 he served as Director-General for Trade Control Department where he was responsible for export controls, export and import regulations, sanctions, investment screenings and trade remedies. He also worked for policy coordination on economic security including protection and promotion policies on semiconductors and other critical or important technologies. Before its role, he engaged in Growth Strategy including innovation policies at the Cabinet Secretariat and the macro and structural economic policies at the Economic and Industrial Policy Bureau. Between 2013 and 2015, he was Director for Security Export Control Policy Division where he worked on National Security Strategy (2013) of Japan and drafted Three Principles of Transfer of Defense Equipment and Technology (2014). Between 2007 and 2013, he was Director for WTO Rules and Dispute Settlement and Counsellor for Permanent Mission of Japan to the WTO in Geneva where he led the Rules negotiations (industrial subsidies and antidumping) and several WTO cases including the rare earth material case. He was the chairman of the WTO Committee on Subsidies and Countervailing Measures between 2008 and 2009 in the middle of Global Financial Crisis. Between 2002 and 2005, he worked for the OECD Trade in Paris as Senior Trade Policy Analyst. He was chief deputy Director for Trade Finance Division where he addressed the Asian Financial Crisis in 1997 and 1998. He graduated from the Faculty of Law of the University of Tokyo in 1990. He earned a master’s degree from Columbia University Law School (LLM ’95) and was admitted to the New York State Bar. He earned another degree at the School of Law of New York University (LLM Trade Regulation (Antitrust and Economic Laws) ’96).

• Engaged in the aerospace business and new business development at Mitsubishi Corporation from 1997 to June 2025. Was stationed twice in Washington, D.C., actively promoting space and national security business on a global scale. Contributed to international partnerships, including
serving as an outside director of Japan Space Imaging, a Japanese company, and Starlab Space, a U.S.-based company. Most recently led the restructuring and rebuilding of the space business at Mitsubishi Corporation.

小塚 荘一郎 学習院大学法学部教授
Souichirou Kozuka Professor of Law, Gakushuin University
学習院大学法学部教授、博士(法学)。専門は商法、会社法、宇宙法など。東京大学法学部卒業、上智大学法科大学院教授などを経て現職。宇宙政策委員会「宇宙活動法の見直しに関する小委員会」座長。著書として、『宇宙ビジネスのための宇宙法入門』(佐藤雅彦氏と共編、竹内悠氏を含む5名の共著)など。
Souichirou Kozuka is professor of law at Gakushuin University, Tokyo. He specialises in corporate and commercial law, and has engaged in research and education of commercial space law. After graduating from Tokyo University, he taught at Chiba University (Chiba) and Sophia University (Tokyo) before being appointed at Gakushuin University. He is chair of the Subcommittee on the Amendments to the Space Activities Act set up under the Council for Space Policy.

Daisuke Saisho is working as the legal lead for JAXA international space exploration activities, including the coordination of the Artemis Accords, Gateway MOU, US-Japan Framework Agreement, Pressurized Rover Implementing Arrangement, and space law issues in COPUOS related to space exploration.
Also currently works on legal issues related to the International Space Station, and has working experience in Satellite, Space transportation mission directorate, and the HQ legal office.
Other than the work in JAXA, has experience teaching international space law in KEIO University for undergraduate and graduate students for over ten years.

1986年4月宇宙開発事業団(現JAXA)入社。ジョージワシントン大学宇宙政策研究所客員研究員、JAXA総務部法務課長、人事部人事課長、ワシントン駐在員事務所長、評価・監査部長等を経て2025年3月定年退職。その間、慶應義塾大学にて慶應宇宙法研究センターの創設に関わったほか、宇宙法関連の講義を担当。同年4月より現職。また、学習院大学理学部客員教授、国際宇宙法学会理事も務める。
Joined JAXA in April 1986. Served as Manager of the Legal Affairs Division, and Manager of the Personnel Division, Director of the Washington DC Office, and Director of the Evaluation and Audit Department, before retiring in March 2025. During this period, he was a visiting scholar at the Space Policy Institute at George Washington University, and involved in establishing the Keio Space Law Research Center at Keio University and taught courses related to space law. Since April of the same year, he has served in his current position. He also currently serves as Visiting Professor at the Faculty of Science, Gakushuin University, and as a member of the board of directors for the International Institute of Space Law (IISL).

NEC宇宙防衛戦略パートナーシップ推進統括部主任、日本宇宙フォーラム客員フェロー。パリ政治学院留学を経て東京大学公共政策大学院修士課程修了。フルブライト生としてジョージワシントン大学博士課程に所属、スコット・ペース教授の指導のもと宇宙政策研究に従事。米シンクタンクや欧州宇宙政策研究所にて政策アナリスト、仏コンサルティング企業にてシニアコンサルを歴任。2025年7月より現職。専門は科学技術政策、宇宙政策。
Yui Nakama is an Assistant Manager for Space and Defence Strategic Partnership at NEC. She is also a Visiting Fellow at Japan Space Forum and a Global Fellow at European Space Policy Institute. Prior to these roles, she served as a Program Analyst at Secure World Foundation and as a Senior Consultant at Novaspace. Ms. Nakama earned a MA in Public Policy from the University of Tokyo, and pursued a doctorate in Public Policy at the George Washington University, specializing in Space Policy as a Fulbright fellow. Her research and analysis have been featured in SpaceNews and Space.com, and her publications include The Economics of Space Sustainability: Exploring Policy Options for Space Debris Management from the OECD.

Hideaki “Hirdy” Miyamoto is a Professor at the University of Tokyo and Director of the Center for Space Resources and Innovation (CSRI). He serves as Principal Investigator for one of the three scientific payloads selected for NASA’s Artemis III mission, the only non-US–led project chosen, implemented through a direct NASA–UTokyo framework supported by JAXA. He has contributed to national and international space-policy discussions as a member of the JAXA International Space Exploration Committee and governmental advisory bodies. His work focuses on planetary exploration, space resources, and the legal and institutional frameworks needed for future lunar activities.

1998年 技術試験衛星ETS-Ⅶのランデブ・ドッキング実験でフライトディレクタを担当
1999年 欧州宇宙機関(ESA)/欧州宇宙技術センター(ESTEC)にて欧州補給機(ATV)の開発・検証作業に参画
2009年 HTV(こうのとり)の初代フライトディレクタとして、HTV1号機の初飛行とISS(宇宙ステーション)とのドッキングに成功
2013年 NASAからの依頼を受けて米国Cygnus宇宙機の日本側フライトディレクタとしてISSとのドッキングに成功。
以降HTV9機、Cygnus 9機(日本側共同運航分)の計18機が連続成功。
研究開発部門ユニット長として100人近い研究開発チームのリーダーを務めたのち、現在はJAXA国際宇宙探査センター長。
NASA Superior Achivement Award、NASA Group Achivement Award、文部科学大臣賞、日本航空宇宙学会賞、計測自動制御学会賞など各賞受賞。
1992 Received a Master of Engineering from Nagoya University and joined National Space Development Agency of Japan (now JAXA).
1998 Flight Director of the rendezvous docking experiment of the Engineering Test Satellite ETS-VII.
1999 Participated in the development and validation work of the European Automated Transfer Vehicle (ATV) at the European Space Agency (ESA)/European Space Technology Center (ESTEC).
2009 As the first flight director of the HTV (KOUNOTORI), successfully completed the first flight of the HTV1 and docked with the ISS (International Space Station).
2013 Successful docking with the ISS as the Japanese flight director of the U.S. Cygnus spacecraft at the request of NASA.
Since then, a total of 18 vehicles (9 HTVs and 9 Cygnus spacecrafts (Japan co-piloted)) have been successfully docked with the ISS.
Currently he is director of JAXA Space Exploration Center (JSEC).
He has received the NASA Superior Achievement Award, the NASA Group Achievement Award, the Minister of Education, Culture, Sports, Science and Technology Award, the Japan Society for Aeronautical and Space Sciences Award, the Society of Instrument and Control Engineers Award, and other awards.

Toru Yoshihara Director of System Safety and Space Operations Safety Unit, JAXA S&MA
国際機関間スペースデブリ調整委員会(IADC)におけるJAXA代表。持続可能な宇宙活動を推進するための技術基準・ガイドライン等の標準化および国際調和に向けた取り組みを主導している。
日本の宇宙活動法に基づく技術ガイドライン策定において内閣府宇宙事務局を支援し、軌道上サービスや衝突回避などに係る複数のガイドライン整備に貢献してきた。
He serves as the head of JAXA’s delegation to the Inter-Agency Space Debris Coordination Committee (IADC) and leads the agency’s efforts in standardization and international harmonization of technical codes and guidelines to promote sustainable space activities.
He has supported NSPS in establishing technical guidelines under the Japanese Space Activity Act and has contributed to the development of several guidelines, including those for on-orbit servicing and collision avoidance.
